Motor Vehicle Titles and Registrations

The Office of Risk Management and Insurance holds all Motor Vehicle Titles and processes all Motor Vehicle Registrations with the Commonwealth of Pennsylvania, Department of Motor Vehicles.

Purchasing and registering a new vehicle: 

Consult first with your business administrator and Penn Purchasing Services. Use the following name and address when filling out the purchase documents:

Email the Office of Risk Management and Insurance scans of all documents received, including: 

• Bill of Sale 
• MV-1 
• Registration (temporary or permanent if initial registration service provided by vendor) exact date of the vehicle registration must be provided to us in mm/dd/yy format to ensure timely processing.
• Name, mailing address, email, and phone number of the person who will be managing and/or responsible for the vehicle 
• 26 digit account code for allocation of annual registration expenses 

Disposing of a vehicle:

Notify the Office of Risk Management and Insurance with an email including the following information: 

1. Vehicle being disposed (VIN, License Plate, Year, Make, Model) 
2. Name and address of entity the vehicle is being sold to 
3. Sale price 
4. Odometer reading 

The Office of Risk Management and Insurance will prepare the title for transfer and provide it to the individual completing the transaction. 

Upon completing the transaction, please retire the asset as per Financial Policy 1106.3. 

Driver’s Safety Course

The Office of Risk Management and Insurance and the Office of Fire and Emergency Services jointly present a driver safety course.  The course is required for all persons that drive an owned, leased, rented, or personal vehicle when traveling for University or Penn Medicine business purposes.

The individual must successfully complete the applicable Driver Safety Courses via Workday Learning (University) and Knowledge Link (Penn Medicine).
