The mission of Cash & Debt Management is to effectively invest and report the University’s working capital, manage the University’s outstanding debt in a way that is cost effective and compliant, and be a resource to Schools/Centers throughout the University for any cash or banking related needs.
Cash Management is responsible for managing the University’s banking relationships and has the sole authority to open and close bank accounts in the name of the Trustees of the University of Pennsylvania. The department oversees the University’s incoming payments (cash, check, credit card and electronic), short-term cash investments and overall cash management functions throughout the University.
Debt Management’s goal is to provide competitive real returns for the University’s working capital pool while maintaining sufficient liquidity to meet University cash requirements. The internal finance team manages internal capital project certifications and Internal Capital Project Loans (ICPL). We also administer the Equipment Purchase Loan Program (EPLP) to finance equipment purchases for schools and centers.
