Overview
The Division of Finance is responsible for the centralized finance functions of the University. Its departments are essential to Penn’s financial management and ensure that financial resources are expertly stewarded, that financial policies are clear and consistently applied, and that faculty, staff, and students have access to funding needed to support their enrollment or perform their work.

- Comptroller’s Office: Financial accounting, reporting, gift processing, and trust administration
- Finance & Treasury: Banking relationships, incoming payments, capital management, and financial analysis
- Financial Systems and Training: Information technology support, as well as training programs in financial processes, procedures, and systems
- Global Support Services: Support for administrative and business functions of Penn’s global activity
- Procurement Services: Supplier sourcing, purchasing, and disbursement activities
- Office of Research Services: Grant and contract proposals, negotiations, and management
- Office of Risk Management & Insurance: Insurance coverage, claims, and loss prevention
- Student Registration and Financial Services: Student financial aid, billing, collections, and enrollment

Vice President for Finance and Treasurer
Trevor Lewis, Interim Vice President for Finance & Treasurer
Trevor Lewis is Vice President for Budget Planning & Analysis and Interim Vice President for Finance & Treasurer (Appointed August 2025).
As Interim VP for Finance & Treasurer, he leads Penn’s cash-, short-term-investment-, and capital-financing strategies and oversees the University’s central finance units—including the Comptroller’s Office; Finance & Treasury operations; Financial Systems & Training; Global Support Services; Gift & Investment Services; the Office of Research Services; Risk Management & Insurance; and Student Registration & Financial Services.
As Vice President for Budget Planning & Analysis, he partners with the President, Provost, and schools and centers to coordinate University-wide budgeting—shaping multi-year plans, guiding the annual cycle, modeling the fiscal impact of strategic initiatives, and allocating resources in support of Penn’s highest priorities and long-term financial stability.
Since joining Penn in 1995, he has held leadership roles across the institution—including Controller, Director of Administrative Affairs, and Acting Senior Associate Dean for Finance & Administration at the Wharton School; Acting Vice Dean for Finance & Administration in the School of Arts & Sciences; and Chief of Academic Finance & Planning in the Provost’s Office.
A former championship wrestler who placed fourth at the 1996 U.S. Olympic Trials, Trevor holds a BSE in civil engineering (architecture & engineering concentration) from Princeton University and an MBA in management from Lehigh University.
